ECOH has been founded on 8 May 1999 by Dr M Mostafa Zaman with a vision that "People of Ekhlaspur enjoy the highest attainable level of health and no one dies without getting treatment irrespective of their economic capability". Towards this end a comprehensive package of prevention of disease and promotion of health in general through patient care, health checks, health camps, behaviour change communications, and other preventive measures such as vaccination has been implemented. ECOH is being run by the local community, funds being generated locally from voluntary donations, and nominal fees for services.

Dr M Mostafa Zaman was born in Ekhlaspur on 5 November 1957. He obtained his first medical degree (MBBS) in 1983 and Masters of Public Health degree in 1988. He obtained PhD in Cardiovascular Epidemiology in 1998 from Tokyo. He is a fellow of the American College of Epidemiology.
